{"id":4869,"date":"2019-03-25T08:20:36","date_gmt":"2019-03-25T12:20:36","guid":{"rendered":"https:\/\/www.realmoneygambling.com\/news\/?p=4869"},"modified":"2019-03-25T08:20:36","modified_gmt":"2019-03-25T12:20:36","slug":"online-casino-gambling-and-sports-betting-coming-to-virginia","status":"publish","type":"post","link":"https:\/\/www.realmoneygambling.com\/news\/online-casino-gambling-and-sports-betting-coming-to-virginia\/","title":{"rendered":"Online Casino Gambling and Sports Betting Coming to Virginia"},"content":{"rendered":"\n\t\t\t\t\n<p><\/p>\n\n\n<p>Virginia is finally pushing forward with its gambling <a href=\"https:\/\/www.realmoneygambling.com\/news\/bet365-readies-itself-for-new-jersey-launch\/\">expansion plans<\/a> and even though it will take the state&#8217;s regulators and lawmakers at least a year to set it all up, the move represents a huge milestone for the state. Having the support of the Virginia General Assembly is one of the things that make the move such a big deal \u2013 the lawmakers have previously not allowed any gambling-related bill to advance. That is, until now.<\/p>\n\n\n<p>Now, all that remains is for the state&#8217;s governor, Ralph Northam,\nto sign the bill into law. Fortunately, the governor assured the proponents of the\nbill that he would support it if the industry will be beneficial to the state. Let&#8217;s\njust hope the lawmakers will be able to convince him of the same. <\/p>\n\n\n<p>Gambling expansion legislations have had a <a rel=\"noreferrer noopener\" aria-label=\"pretty smooth ride (opens in a new tab)\" href=\"https:\/\/wtvr.com\/2019\/02\/24\/general-assembly-2019-session-ends-state-budget-passed\/\" target=\"_blank\">pretty smooth ride<\/a> in 2019 when compared to previous years. In January, the Virginia State General Laws and Technology Committee approved a bill that proposed the establishment of online casino businesses in the state. It was followed shortly by Senate Bill 1126 which, as it turns out, bears a lot of similarities with a different bill that was being championed by Senators Bill Carrico and Louise Lucas. This Carrico and Lucas bill sought to have referenda authorized for Norfolk and Richmond, two cities that are already <strong>being eyed by Pamunkey Indian Tribe for a tribal casino.<\/strong><\/p>\n\n\n<h2 class=\"wp-block-heading\" class=\"wp-block-heading\" id=\"more-in-senate-bill-1126\">More in Senate Bill 1126<\/h2>\n\n\n<p>As stipulated in the bill, the Virginia Lottery Board will be\nauthorized to grant a single casino license\nto every city, so long as the city meets the following criteria:<\/p>\n\n\n<ul class=\"wp-block-list\"><li>Forty percent of the land area of the city must\nbe exempt from local real property taxation, or 24 percent provided that a\nVirginia Indian Tribe conducts such casino gaming.<\/li><li>The unemployment rate was at least 5 percent in\nNovember 2017 (or 4 percent if located adjacent to a state that has adopted a\nBorder Region Retail Tourism Development District Act), a poverty rate of at\nleast 20 percent in 2016, and a population decrease of at least 4 percent from\n1990 to 2016.<\/li><li>The city has a population of more than 200,000\naccording to the 2017 population estimates.<\/li><\/ul>\n\n\n<p>So far, the cities that meet the criteria mentioned above are Danville, Portsmouth, and Bristol \u2013 the bill, therefore, allows the establishment of casinos at these locations. However, the residents of the three cities will still have the power to decide whether or not to host the casinos through citywide referenda. For now, the possibility of having a casino in Bristol must be very exciting for some of the city&#8217;s businessmen who recently proposed <a href=\"https:\/\/www.heraldcourier.com\/news\/casino-resort-at-former-bristol-mall-could-transform-region-s\/article_d6154c7f-7831-5519-a482-157ec82dd6cc.html\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"the development of a $250 million casino resort (opens in a new tab)\">the development of a $250 million casino resort<\/a> at the now-vacant location that was previously occupied by the Bristol Mall.<\/p>\n\t\t","protected":false},"excerpt":{"rendered":"Virginia is finally pushing forward with its gambling expansion plans and even though it will take the state&#8217;s regulators and lawmakers at least a year to set it all up, the move represents a huge milestone for the state.
